First one that comes to my mind is The Maker. Aside from his role in Secret Wars, he’s never been written as dangerous as he should. He should be as big Doom.

Maker is a complicated villain 'cause when he shows up, he tends to be really, really overpowered with how he plays everyone, guy needs a proper weakness, or at least a limit, before going higher profiles, as of now he's borderline a Villain Sue, if he's not one already, even if his personality is entertaining.
The Leader. Sterns is a genius whose ability to evaluate probabilities borders upon precognition. Between that and his ability to develop advanced technologies, he should be a terrifying master menace for the whole world.
"Why Doom when he turned good never went up against him I’ll never know."
I agree. I thought for sure this is where they'd be going at the time.
Count Nefaria
Nightmare
Stained Glass Scarlet
The only thing I was interested in as far as Original Sin's conclusion was how The Orb might have become a bigger villain. Nope.
On the subject of Ghost Rider, both Flesh Bender and Zadkiel should have been a bigger thing.
I always felt like Green Skull could have been a genuinely interesting villain, but they never took him seriously. He could have had a good role in Empyre.
Zodiac

Frankie Noble should 100% be a thing.
Both the Maker and the Leader (the last one is getting a hell of a story by Ewing, though).
It always bugs me when Tbunderball is treated as dumb as the rest of the Wrecking Crew. He's a genius on par with Reed Richards.
