Graviton- Should be an all hands on deck threat every time he makes an appearance.
Moses Magnum- Amazing power yet somehow is treated like a minor nuisance.

Graviton
Kang
The Black Order
Maximus
Nefaria
Enchantress
Most Iron Man villains
Mephisto
Abomination
General Ross
Dormammu
Galactus
Maker
Doctor Doom
Mad Thinker
Y'know what basically everyone not tied to Spider-Man or Hickman X-Men, before Dawn of X all their villains sucked too
I don't blind date I make the direct market vibrate
My choice would be...
The U-Foes
Taskmaster. Since when is he afraid of the Black Widow?! The Taskmaster I grew up with would have destroyed her without breaking a sweat. What happened to this character?
"The Marvel EIC Chair has a certain curse that goes along with it: it tends to drive people insane, and ultimately, out of the business altogether. It is the notorious last stop for many staffers, as once you've sat in The Big Chair, your pariah status is usually locked in." Christopher Priest
Moses Magnum. Bring him back as a Luke Cage foe. Luke has to do some globetrotting this time.

More often than not, even the villains who appear and are used by writers are themselves underutilized.
Frankly, the majority of villains have stopped being foils for heroes. They've stopped having unique motivations. More often than not, they're there to move the scene along. Someone far more articulate than me once described villains as guest stars, who had their own plots and everything.
Now? Not so much. Sometimes, villains are used if they fit a vague, visual theme, as we saw when Sphinx showed up in Howling Commandos.
And I don't see an end any time soon, frankly.
Read the newest release and he was actually afraid of her. Taskmaster.....afraid of the Black Widow? Look,we all like the Black Widow but Taskmaster is so far out of her league it isn't funny. What's next, is he going to get scared at the mere mention of Kate Bishop?
Oh wait, I forgot about that Black Widow movie along with the rest of America.

How exactly is he out of her league? He used to cut and run all the time, and Deathstroke he isn't.
Even when Tasky stands and fights, his win record isn't the best. Add to that, Widow isn't going to engage in hand to hand or fight remotely fair.
If we compared feats, I'm certain Widow would come out on top, even ignoring her greater publishing history.
I dare say it because Bendis used him to death. But I gotta go with The Hood.
More so for not being uterlised PROPERLY. The Hood is a title character, who we could follow and see the underground through his eyes. Think Marvels version of Breaking Bad, mixed in with the demon that possesses the cloak.
I’d love to see him done properly at some point, but I fear the damage has been done.
