Wonder Woman most readily comes to mind. In most interpretations she was super even before she began her training. With most others I can think of, it went the other way.
The Atom (Ray Palmer) was a skilled gymnast before gaining his powers, and his predecessor (Al Pratt) was a skilled fighter before developing superstrength. Black Lightning was a similar story.
Post-COIE, we saw Cassie trained trained by Artemis. Fire had some government training, I guess (before her revamped origin for Checkmate). I know there's a bronze age JLA with Canary training Firestorm, though I don't know how regular an occurrence that was. Donna's been in the same boat as Diana for training at times. Kory had some, too, but may not meet your criteria, since she's an alien. Duke should qualify now.
barring aliens and human-adjacent races like demigods (Wonder Woman) and Atlantians (Aquaman), or people who get their power through some other means (The Atom, Green Lanterns), a few i can think of are:

Wallace West (most Titans/Teen Titans tend to train together)

Katana (recently started delving into magical powers again, so she counts)
