Of Thee I Sing - One of the best single issue stories DC has released in the last 30 years. It gets my vote too. Hitman was a criminally underrated book.

While I really enjoyed the Towel of Babel story at the time, it also ushered in the now standard 'Uber Bat' who can take down any and all in the DCU.
