TBH Williamson said he was offered the book more than a year ago, keep in mind that at the time the book had not sank in sales yet. Since then things changed. KSD's run ran aground.
Anyhow, Aquaverse just tweeted that Aquaman will return when they find the right formula/writer that can make it work creatively and financially, but for now he is confined to Justice League.
Not an easy task to find such writer especially if they are cutting costs on creative teams. They can't neither afford a creative team that flops again with the book.
Aquaman is a book that requires balancing Arthur and Mera to achieve good sales. Johns and Parker proved that achieving the balance is possible and getting good sales return. When Editorial input messed that up, it forced writers into a corner (see Abnett) and wasted KSD first part of her run to disentangle it from the dead end it was in. At the cost of declining sales.
Reading between the lines of Aquaverse tweet, it could be Bendis to take over Aquaman. But this could be a personal impression.
Do you really thing that with an upcoming movie they gonna make an Aquaman book about Kaldur when he won't even be in the movie? he would be in the book as a supporting cast to Arthur and Mera. Who are the two main leads and will remain so. After managing to drag Mera from obscurity and make her an Awesome character do you really think they are gonna discard her? Or not having Arthur on the book? at the risk of alienating an already restless fanbase?

Listened to Williamson’s interview on TCC podcast. Some cool bits of info there, like the Flatline character apparently being Lord Death Man’s “Robin” lol.
