I don't think it's too late to develop and flesh out Clint. I mean, just look at the first episode of F&tWS; one thirty minute episode (split with Bucky!) gave us a better look at Sam Wilson's life and character than the movies ever did, and Mackie has been playing Sam since 2014. Same goes for Wanda and Vision too; their show did a lot as far as getting them caught up with the tentpole characters is concerned.
Clint was never a priority for the MCU, but now he's got a show and the priorities have shifted. This might very well be Clint's swansong (I fully expect him to pass the torch to Kate and leave the MCU after this) but they'll most assuredly give Clint the attention the films never did, and he'll leave as a fully formed, well rounded character.
Look at it like this; these shows provide roughly four and a half, maybe five hours of screen time. That's as much as two, maybe three films, so when the final credits roll on the final episode Clint will have caught up on just about all the screen time he missed out on by not having any solo films.

I am very sad that the project that would finally give Clint the attention that he deserved since his first appearance (he was even supposed to originally appear in Iron Man 2 with Natasha, Fury and Coulson omg) would be the same one where he would leave the MCU for good. I was assured by some friends who told me that Jeremy still has more MCU projects in his contract so there's a chance he would still continue to make appearances but then again, ATJ claimed that he had the same arrangement and we saw how it unfolded for him. Also, I read that Jeremy wants to semi-retire from acting when he turns 50 which is why he doesn't accept as many acting projects as before, but who knows. At least, Hawkeye will appear in the Black Widow movie in some capacity.
I have no idea how many appearances Renner has left on his contract, or how willing he might be to do more once the current deal expires.
I've been under the assumption that the OG 6 Avengers are all leaving the MCU; we have legacies on the way for all of them, Downy, Evans, and Johanson are all finished, and they've all played those roles for the better part of a decade (or more). I figure their next appearances are all their last. But that's just me making assumptions; for all I know Renner is going to stick around for a while. Hell, Hemsworth has talked about playing Thor for years to come and age isn't really a barrier for Ruffalo playing Banner, so who knows?
If Renner does leave, then yeah it'll suck that he'll only get the development he deserved at the end. But better late than never, I guess.

True. I'm talking more about the structure of it. Jane came around the same time as Thor, like Pepper did with Tony. Whereas someone like Cassie Lang or Billy & Tommy are more recent characters based on the template of older characters. Thor doesn't seem to be getting that in the MCU
