Why did they decide to relaunch Harley's book with a new #1 but didn't do that for other books like Nightwing, Catwoman, or Batman?

Might be. It just doesn't make any sense to me why they would keep a Nightwing series numbering the same after coming off the horrific Ric run for the last two years. Batman I can at least understand since it is keeping the same creative team, but the others I don't get at much. Originally Posted by Frontier
My only other guess is that they wanted a new Harley Quinn #1 to pair up with the new Joker #1. Marketing it probably makes sense to have both of them launch new volumes together.
