I thought it was quite weak, especially compared to previous Toy Story movies

Buzz has essentially been in conflict with himself over the whole movie, so making it a literal fight between himself and the person he would've become if he didn't learn to let go is an effective capper to everything. It might not be as splashy, but it's more emotional and personal, and that's exactly what a Pixar movie should be.
But does that appeal to our target audience of 12 year old boys?
I think restorative nostalgia is the number one issue with comic book fans.
A fine distinction between two types of Nostalgia:

Reflective Nostalgia allows us to savor our memories but accepts that they are in the past
Restorative Nostalgia pushes back against the here and now, keeping us stuck trying to relive our glory days.

I think they didn’t want to make a straight up Space Opera, Buck Rodgers movie, with parodies of Star Wars thrown in. So they came up with a nifty, if a little convoluted film. It was not great, but it was enjoyable. I give an A for effort.
There came a time when the Old Gods died! The Brave died with the Cunning! The Noble perished locked in battle with unleashed Evil! It was the last day for them! An ancient era was passing in fiery holocaust!

Why not? It's got a lot of action and jokes.
Doctor Strange: "You are the right person to replace Logan."
X-23: "I know there are people who disapprove... Guys on the Internet mainly."
