Conspiracy against the United States and terrorism through the "power elite". (Note that this crime seems to have been committed after the amnesty granted to mutants).

I'm not american, but if you are part of a conspiracy named "Power elite" who is "Acting under the belief that America had become weak and plagued by parasites, and intended to strengthen the country to mark a new beginning" with people like Baron von Strucker or Red skull, personally, I would not forgave easily.

Yes, but we can infer by his appearance (spider-like) and his grin, that it's the shadow king under the appearance of Ahmal Farouk (his first known host) who live in Krakoa.

I think it’s difficult to determine gradients of evil. All the people listed in the OP have done monstrous things, but so has Logan, Gambit, Jean and Cyclops. Some situations require us to examine the morality of the decisions made while others are simply evil acts meant to dominate and destroy. I specifically chose Sinister because he has an obsession with mastering and dominating his victims in a way the others don’t imo. His relentless pursuit of Jean and Cyke is fanatical and his unwillingness to let his Marauders die is terrifying to me. Apocalypse doesn’t make things personal, if you’re fit you live end of story. Selene is pretty awful but she seems mostly like a super powered psychopath, although I have only read a few stories involving her so I could be way off base. Magneto is fighting for his people, he may make some hard choices but he is mostly a sympathetic character. I’d add Nimrod to the list of worst villains as it is a sentient being and has a specific prejudice against mutants.

I am at pains to include Exodus in the list, he may be enamoured with Magneto's creed but I don't find him an out and out villain.He is more of anti-hero, he risked his own life to put down Matthew Malloy , a mutant Xavier himself erased from existence. In so many arcs he is part of the good guys and not working some angle...He was against Apoc in AoA, he repaired Xavier's brain after his assassination, basically resurrected him, he helped free mutants kept by Someday corp,he helped in neutering Mothervine worldwide with Elixir in X-Men Blue. I think it is a little harsh throwing him in with Sinister,Apoc ,Shaw or Selene.I am not absolving him of his fanaticism but I find him more of a believer in mutant messianism than outright global genocide

He never valued regular human lives though... oh wait, same as the rest of the Council I guess, except for when it's time to punish Sabretooth
