Unless she messes around and gets absorbed, I don't see how she doesn't accidentally turn him into a bloody smear on the ground with a casual smack.

He has a few, though they might not hold up to the consistency standard. For example, the flavor text for his Fighter form describes him as having super sonic strikes.

His most notable speed feat is probably that mini-game where he bats a meteor away like a baseball. Of course, that one is simultaneously a completely redonkulous strength feat, far in excess of anything else, so I'm not sure if we can credit him that speed.

What's Arale's speed at, anyway?

She's pretty random about it due to being a gag character, but she has done stuff like (EDIT: be clocked at mach 3 during a race), run all over the planet as part of a morning jog, and traveling interplanetary (interstellar?) distances by farting in space. Also, I guess her ability to throw things so they hit the moon practically instantly, and smacking things (like robots comparably powerful to herself and the entire Earth) from the Earth to Mars/Venus/the Sundistances also practically instantly might also count in some way.
