DC Comics launching ‘The Joker’ #1 a new ongoing series March 2021
It features a Punchline backup as well.
Hooray for more Bluebird... not sure how I feel about having to read a Joker comic to see her adventures, though.

Also every time he gets a solo he gets less and less evil.
I doubt that will be the case here tho, Joker is without a doubt the most famous and popular supervillain of all time, Joker War itself showed there's still quite the demand for his stories, and the movie definitely boosted his popularity. I don't see this getting canned not with how big the character is right now. And it's also been a while since he's had a solo, hell I can't remember the last time.
Guess this is where the whole Bane-Joker thing is largely gonna take place.
Outside of the inevitable Batman crossover of course.
I can't say Tynion would've been my first choice for a Joker book because I don't really love his take on Joker, but I'm willing to give it a shot. He hasn't had a series in like forever so it'll be interesting to see what they do with it.
And, of course, the continuation of Punchline.

The Joker has only had one ongoing solo series as far as I know which ran 10 issues from 1975-76. Any others were mini series or events.
I do agree though that making Punchline the main story and Joker the backup might have been the better course.
