When it premiered, Jon Favreau said it takes place 5 years after ROTJ. But I've been reading other accounts that its more like 9 years, which brings it closer to the state of the galaxy when Force Awakens debuts.

Yeah, as mentioned above a lot of Star Wars timelines are relative to the first film, or "Battle at Yavin". ROTJ is set 4 years after ANH (For added reference ESB is at 3) so it's 4 after the battle of Yavin+5 after ROTJ for Mandalorian=9ABY. Sequels are 34-35 ABY.
Prequels, Rebels, Rogue One, Solo etc are BBY (Before Battle of Yavin).
