Each imprint would have their own overarching editorial and the team books (JL, Titans etc) should have each editorial team ( and the creative teams under them) oscillate with each arch.
Yes I'd like to see that + confused's wish for fantasy.
The main line for me is completely screwed in a never ending cycle of origin stories and "universe" stories and aimless moving of pieces on the table imo. It's boring and impenetrable for more casual readers.
Really is time to start telling some big stories away from that vortex and get back to being an actual publisher.

Four 200-page magazines sold at retail stores, with a new mag on sale every week:
Action Comics featuring Superman, Wonder Woman, Justice League, and three rotating features
Detective Comics featuring Batman, Teen Titans, Harley Quinn, and three rotating features
Vertigo Comics featuring Hellblazer, Swamp Thing, the Dreaming, and three rotating features
Cartoon Network Comics featuring Scooby-Doo, Teen Titans Go!, Looney Tunes, and three rotating features
plus a quarterly DC Comics Presents "5th week" magazine featuring reprints of classic stories.
Regardless of what the titles look like, one thing I would like to see is a series
that is available to build support among the younger generation.
Cheap comic books where the art isn't perfect, so glossy.
But books that can be sold at rock bottom prices at grocery stores, convenience stores, mass market places like Target and Walmart.
Comics used to be a mass produced item that was available to everyone. That hasn't been the case in years.
SupermanSuperman: starring Superman, Lois, Jon and Chris Kent (son of Zod and Faora)
Man of Steel: starring John Henry Irons and Natasha Irons. Guest starring the Black Lightning and his daughters.
Supergirl: Woman of Tomorrow: starring Kara Zor-El
The Super Science Squad: starring Kon-El, Steel, Natasha,Mr Terrific/Michael Holt, Ryan Choi, Dr Light/Kimiyo Hoshi, Lightning and Thunder.
Action Comics: Anthology series with a different main character per arc. Lex Luthor to Perry White to Jimmy Olsen to Metallo to Bloodsport.
Black Lightning: (Yes, I'm folding him into the Superman line of books since he started off in Suicide Slum)
Lois Lane: Ace Reporter this time she co stars with Linda Park, Vicky Vale, Iris West and Melba Manton.
Superman: Earth 2: AU featuring a fully grown up Jon Kent.
Wonder Woman
Wonder Woman: [main title, focuses on Diana and her Rogues]
Wonder Woman: Mythos: [more mature title, focuses primarily on the Greek Gods and their connection to WW]
Wonder Woman: Family [focuses on Donna, Steve, Etta, Cassie and Nubia would be the main characters and it's about their lives while Diana is on duty]
Nubia: The New Wonder: [focuses on Nubia. This time as a diplomat going on a tour of the DCU]
Wonder Girls: [starring Yara with Cassie and Donna as the co star as the explore Brazilian mythology and other non Greek related mythology]
Sensational Comics: [tells stories from Diana's past as well as out of continuity stories as well as more experimental stories basically what Black & Gold is doing right now.]
Tales of the Amazons: Anthology tale telling the story of individual Amazons from throughout their history.
Wonder Woman: Adventures: [follows up on the adventures of DCAU Diana. Fills in the gaps between episodes and what she was up to behind the scenes and after the series ended]
Wonder Woman: Earth 2: Alternate Universe story focusing on the Diana and Steve' daughter; Hippolyta Trevor Hall.
Justice League
Justice League of America: General Eiling wants his own government sponsored JL team consisting of himself, Captain Atom, Magog and Joshua Clay. Superman agrees to join but mostly to keep the team in check. He recruits Black Lightning, Green Arrow, Black Canary and Green Lantern/Hal Jordan to the team. Waller acts as a mediator between these two factions but is willing to manipulate either side for her own ends. This League will also crossover with a lot of other international superhero teams like the Global Guardians, Super Young Team and the Great Ten.
Justice League International: Consisting of Wonder Woman (leader), Martian Manhunter (co-leader), Aquaman, Flash/Wally West, (inspired by the cover of the very first JL comic) as well as Zatanna, Vixen, Hawkgirl/Kendra Saunders and Stryker Z. There is a lot of interesting history between these League members. I would have Queen Clea serve as a villain for this team as well as Badra and the Saturnian people from WW comics. Incorporate them into the big picture of the DCU. Also, bring in the White Martians, Neron, Orm, Morgan Le Fay, Starro the Conqueror and all the rest of the League.
JL Reserves: Starring Shazam/Billy Batson, Flash/Barry Allen, Cyborg/Vic Stone, Donna Troy, Herald/Mal Duncan, Bumblebee/Karen Beecher Celsius/Arani Desai, Dr Mid-nite/Pieter Cross, Raven, Beast Boy and a newly resurrected Swamp Thing.
This teams handles threats that the primary JLI team is unable to handle at the moment. Characters switch back and forth between the JLI and Reserves. If JLI is busy with otherworldly threats, this team would be fighting earthly threats and team members would always rotate between both teams. Sometimes Cyborg or Celsius goes on JLI while Flash is on JLR. Enemies for this team could include Kobra, Brother Blood, a revamped Amos Fortune, Johnny Sorrow, Mr Mind and the Secret Society, the Dark Angel, villains from their own past as well as classic JL villains.
Magic/Fantasy
Zatanna & The Keepers of Magic: starring Zee, Zachary, Xanadu, Blue Devil and Detective Chimp.

Batman
Batman: starring Bruce Wayne as Batman.

Hmmmmm.
I think only the Trinity would have solo titles in honour of their being the only ones continually published even through the dark ages.
Then there would be titles that spotlight the varioys corners of the DCU
Earth-Milestone
(basically just let the writers/artists continue to do what they are doing now. )
Static Shock
Rocket & Icon
Shadow Cabinet
Hardware
YA Fantasy
(YA oriented books, some are in continuity, others aren't)
Bloodwynd
Nightshade
Bumblebee & Herald
Titans Presents.....: Ongoing for different Titans characters under Picolo's style similar to Beast Boy Loves Raven.
Showcase Presents....: Anthology style with a different main character. No matter how obscure can be a star. Popular ones gets mini and >gasp< maybe even an ongoing.
Justice Society: Next Generation....: Focuses on different kids of the JSA members to see which one could hold a mini or ongoing and backdoor revive the JSA through them.
Legion of Substitute Heroes: Starring a group of heroes rejected from the Legion Academy because their powers 'sucked'. LIke JSA above, use this as a backdoor to revive the Legion
The above four could have multiple titles under the same 'banner'.

The Super Kids
It would be the expanded Super Sons that was wanted, but never given. Damian and Jon (kid, not this imposter) would of course be there, along with Wally's kids, Lyta Trevor (Wonder Woman's daughter), Maya (from Robin series), Kathy (from Rebirth Superman and Action Comics), Nightstar (Mar'i Grayson), Lian Harper, Colin (Robin series), Tai Pham, and other such direct descendants (Tai being the exception) of established heroes, looking to establish their own identity. Kid friendly series that could be easily adapted to an animated series. Adventure, fun, and the kids dealing their very different personalities that can clash, but ultimately come together to win. Oh, and NO love triangles. Many of them would be hitting that age where they're wanting to date, but love triangles are a hell no. And no "will they/won't they", meaning, don't drag it out so much.
I would like to do a noir (or pulp) line.
Sandman
The Crimson Avenger
Batman
The Deadly Nightshade (from the old Flash TV show, if they could get the rights)
