Superman and Action focus on Clark, but Action has more room to split focus with other members of the Superman family (including Lex). Metropolis Science Police is like Gotham Central but for the next gen scientists come SWAT team that is the Metropolis Science Police. POV character a new member of the team, getting used to law enforcement in a sci fi city. The Planet is an idealistic, optimistic Sorkin show of a book, rookie journalists trying to make their name in the Daily Planet (with mentoring from the best of the best, of course) stumble on a Luthorcorp scandal and find out what it takes to do the news in Metropolis. Jimmy as cool mentor, Lois and Clark as rock star guest stars on occasion. Supergirl, first arc is The Super-Girl of Tokyo as Kara sets up shop in the eponymous city. Expect Kaiju and temporal yakuza and magical girls and super sentai. And that's just issue 1. The Girl of Tomorrow at the bleeding edge of today.

Summer Event: Invasion of the War Galaxy. General Zod has decided he needs an army back, so he takes on. After conquering Warworld solo, he commissions the creation of 3 more Warworlds, which he pulls across the universe on a slow march to Earth. Having been teleported against his will to a red sun planet and set upon by kryptonite wielding Daxamite mercenaries, Clark is *eventually* subdued, after taking out 4 of his 6 attackers. Zod broadcasts the imprisonment of Superman to the whole earth, looking to break their will before invading. He just made them mad. Hero and villain alike show at the Hall of Justice to volunteer for the Superman Rescue Mission. It's earth Vs the War Galaxy and a system-wide solar showdown between Clark and Zod - who may not be in control of his actions.

Batgirl, first arc, the Bat-Girl of Tokyo! Yes, Barbara is hella sick of Bruce's BS, needs to shake up her life a little and after a chat with Kara, follows suit to take on the criminal underbelly of Tokyo. Watch the new World's Finest make their names worldwide. Gotham Central - the Wire meets Batman.
Summer event: Budokai. Ra's al Ghul is recruiting for a major move, and he wants the world's top fighters on his payroll. He's holding a tournament to find them, only the best may enter, only the best will survive. Batman, Dick, Jason, Tim and Barbara all enter intensive periods of training before entering the tournament on Mt Fuji. Tim vs Shiva. Barbara vs Jason. Bruce vs Dick. Everyone vs Ra's, who was never just looking for "fighters".

I love your All Star Squadron idea, I've always fumbled around with an idea for an Exiles like team for DC but didn't know what to call it.
