Storm Troopers lose every time, they are so bad it can't get worse.
As far as plot is concerned for the main continuity, it apparently is due to their helmets, and how hard it is for them to see. This was shown in Rebels when Rex had a hard time to hitting anything, complaining he couldn't see. The moment he chucked the helmet aside was the moment he hit his targets with great precision.
Add the fact that even modern day weapons are vastly more lethal to organics than SW weapons(stormtrooper rifles specifically don't seem to kill unless they tag a lethal spot, otherwise they cauterize the wound.
Meanwhile, starship troopers weapons can turn a persons head into little more than a stump.
The Starship Troopers won before this even starts, because they have their own classic rock song, plus co-ed showers.
Movie version of the Mobile Infantry wins handily.
Book version **** stomps so hard that it just becomes sad. Those guys were the original Iron Man/Space Marines, wearing power armor that can punch through superhuman bugs line they're made of paper.
The Empire will rue the day it underestimated the Mobile Infantry. Hell, the name Johnny Rico is going to cause seizures across the Empire after a while.
I haven't seen the new movies, but in the boarding of the Tantive IV, the unarmored troops were falling over dead from even near misses that hit the walls beside them. So I remember that one website speculating that they had a bit of a burst effect that kills people too, but stormtrooper armor might be effective against.

Id say that had more to do with plot and bad editing and such. Keep in mind Leia was relatively fine and walking around like nothing happened right after the final firefight on Endor when she was tagged by a stormy. Then you have Ahsoka taken several bolts to the arms as she tried to deflect Aurra Sings shots at close range. It harmed her, and she dropped her weapon in response, but was just fine, no major wounds and recovered on her own. Kylo took a bowcaster bolt to the side and was only off in hos fight with Rey because he was mentally reeling from killing his dad. The wound he got from Chewie was a minor nuisance at best.
There are exceptions, some blasters seem to shoot a bolt with absurd impact. But there isn't many of them.
It makes sense really, these are energy bolts, unless they hit a lethal spot they should cauterize any wound that isn't lethal and numb the pain by burning the nerves. Not happening against bullets which can kill you via blood loss even of they don't tag you in a lethal spot.

That shot from Cheque was a lot more than a minor nuisance for Kylo Ren, considering how much trouble he was having even walking during the fights with Finn and Rey.
Chequeie was definitely after some payback when he shot his... nephew? Godson? Pet's kid?
stormtroopers are akin to star trek red shirts , doomed to die by the dozens in any fight scenes. the useless shooting of stormtroopers was a running joke in the mandalorean.
in the season 2 finale , cara dune had her weapon jammed , so with stormtroopers shooting at her , she just squat down without any cover and no shots touched her.
I honestly then asked what was the point of showcasing the bowcaster as this weapon that packed a rather stupidly strong punch sending mooks flying only for Kylo Ren to treat it as a minor inconvenience.
Yes, killing his father messed him up but the wound really has to be a factor unless the bowcaster was somehow nerfed (or Chewie sucks at using it).
