    I love the idea of mutants representing different factions on the island. Not that the island is divided but there definitely needs to be representation for different groups of mutants, for example to younger mutants, Dani would be such a good fit to advocate for them. The quiet council is filled with too many older mutants, they need a fresh perspective. My first initial thought to fill the seats were older wiser mutants like Selene, Forever Man, Santa Claus, etc. but with the way the quiet council is structured now they pay more attention to the grander scheme of things rather than what's actually happening on the island. That's why mutants representing different factions would work out very well.

    Factions could range from:
    Elementals
    Aquatics
    Ferals
    Airborns
    Arraki
    Youngsters
    Non-Human Mutants

    Those are just examples but give a feel of what I mean. I don't want the council to be huge so not all the groups obviously but like you get the just.

    For Jean's spot, I'd want Warren. Another O5, a core X-man, pretty universally well liked among his peers (unlike Beast currently), has led or a second in commanded teams pretty consistently (unlike Bobby), ties to the wider world and other heroes, and is typically pretty measured (when not blue). Other options I'd like on that spot would be Sam or Dani.

    I also think the Morlocks should probably be represented on the QC (beyond Storm), so Callisto would be good. Not sure if she'd fit with Xavier and Magneto, but maybe some spots can be reshuffled.

    Warren, being Archangel and a businessman, would be a much better fit for the Autumn council than Kitty, who would be a good choice for Summer herself.

    Namor for sure.

    Callisto to give the Morlocks a voice.

    Cannonball/Sunspot for the younger mutants and they deserve it.

    Justice or Quicksilver either on the Council or as a Captain would be interesting especially as a bridge to the Avengers/Super Hero community.

    GamesMaster is another interesting option as a schemer and someone in the know.

    Selene would be a good voice but not someone you could trust at all.

    While the Morlocks have been the first large civilian group of mutants introduced in the X-men comics and are fairly important to their comic mythos, they don't really seem to have the numbers to really deserve a special representation compared to the overall number of mutants allready on Krakoa or being currently planned to get replicated and/or repowered to fill the island.

    While their overall pre-mutant massacre numbers have never (in my memory) been stated and some cruel god seems to love to summon new groups of Morlocks out of thin air to get killed, it seems to have only been somewhere in the lower hundred, likely between one and three.

    Either way it's rather low compared to the 16 million Genoshan mutants or 16 million non-morlock associated mutants from before M-day, the millions of mutants apparently still on Arrako or even the few thousands faceless new mutants who seems to have their powers manifest since A vs. X.

    So their importance in past X-men stories aside, the Morlock as mutant faction are a fairly small, downright insignificant, group and the only reason they can get any extra attention from the leadership is because of the personal connection many of the X-men have to them.

    To give them a council seat should in theory cause a lot of non-Morlock mutants to wonder why they don't have a representative on the Quite Council too. Especialy since their number of "usefull powered" members would likely outnumber those few of the Morlocks by a lot.

    Then again the whole Quiet Council selection looks like a sham anyway. Xavier and Magneto have seats because they came up with the whole nation thing and are the de-facto rulers anyway, Krakoa has a seat because it's the magic mutant island that actualy provides everything, Apocalypse and Exodus got their seats because they are powerfulll mutants with radical ideologies (better to have them there than creating a chism), Sebastian Shaw got his for having political and economic connections in the outside world, Sinister is there because he is needed for the mutant printing press, Mystique got her seat so she would stop asking about bringing Destiny back and because they need her as infiltrator specialist, Emma got her's as a combination of why Shaw has one and because she is loyal to the cause, Nightcrawler, Storm, Kitty and Jean got their seats because of good old nepotism.

    The whole thing is more or less just the illusion of giving choice over the Nation beyond Xavier, Magneto and Krakoa, filled with necessary gifts and playing favorits. So having Callisto on it might aswell happen too.

    Monet can replace Jean, one curious thing we forgot is what is Xavier and Magnus going to do about any Arraki pre-cogs? Wasn't one mentioned in particular in XoS and another visited by Solem? This should be interesting unless Hickman conveniently claims all precogs died in the war or off panel

    Roberto should replace Shaw. There are plenty of mutants who could replace Jean. Angel, Rogue, Polaris, Monet, Dani, and a host of others. It's Apocalypse's seat that's the hard one to fill because it's hard to find someone of that stature who can also stand next to Xavier and Magneto.

    Selene is the one of equivalent stature to Apoc and since X and M recruited Sinister ,I see no reason why they can't recruit Selene as perhaps the mutant with arcane magic knowledge in the council,one who existed before the twilight war and can probably have the respect of ancient arraki.Sure she is devious and treacherous but so is Mystique and Sinister and they are on the council.She deserves to be there, alternatively they can give it to one Arraki of equal old stature but Selene is an obvious pick.If Shaw was kicked off, she is a sure bet for the Hellfire table , but it's unclear of Shaw's exact fate

    I think indeed Sunspot should be replacing Sebastian Shaw. Have Namor take the spot of Apocalypse, (seems very logic to me) and have Redroot the Forest be there to represent Arakko, like Cypher does for Krakoa. Colossus or Banshee should replace Jean.

    Then EACH team will have a Captain (does not need to be the leader of the team);

    X-Men: Captain of Captains: Cyclops
    New Mutants: Magik
    X-Factor: Polaris
    X-Corps: Archangel
    X-Force: Wolverine
    Hellions: Havok
    Excalibur: Gambit and Rogue (shared position)
    Marauders: Iceman
    SWORD: Agent Brand
    COTA: Let them have Moonstar as leader, who can then be their captain.

    Actually it makes far more sense to keep redroot locked up wherever she is for a while. As much as I love the design if your trying to make one land you don't need two voices to create conflict. It would make more sense to give the seat to isca.

    You know it would be very tongue in cheek if everyone on the Autumn side of the council eventually Falls. Lol

    Just for clarification, was it stated in X of Swords that no members of the QC can be X-men? Or was it just that because Jean took part in the strike force that she was removed? Would hate for Ororo/Kurt/Kitty/Emma or any big timer additions to the council to not be able to be on Scott and Jean's new team.
