I'm assuming its Director Bones looking into Crisis event aftermaths, because Captain Atom has been through at least three big crisis related events.
1. He exploded back into reality during Infinite Crisis, which I guess replaced that forgotten character Breach.
2. I think he was Monarch in countdown to final crisis and all the Countdown stuff.
