Why "after 1979"?

Wally was introduced as Kid Flash back in 1959, but didn't take over as The Flash until the end of CoIE in 1986.

Maybe they're dating the New Teen Titans as Wally's rise to popularity rather than his time as The Flash.

That's exactly it. Wally was a near-complete nobody before TNTT. He was worthy of an occasional backup feature when Flash had room for an extra story in his comics. TNTT positioned Wally for the stardom into which CoIE launched him. The main difference between Kid Flash and Aqualad was that Aqualad didn't get the runway before Crisis, or Aquaman the Messianic backdrop of The Flash that Wolfman and Perez gave Wally.

And still, at that point Wally wasn't much of a character. He was Raven's puppet, struggling to love Magneta, resenting being a superhero, and vanilla as could be.

Now, before Wally fans pull me apart like cheap tissue paper, writers like Baron and Waid took Wally's CoIE opportunity and ran with it like Olympic Champions. They made a Great Hero out of almost nothing.

But.

If you go back and read Pre-Crisis, the Wally everybody loves is almost nothing like the Wally who was Kid Flash.

Absolutely true!
The one quibble I have is I think Messner Loebs did more for Wally than Baron ever did!

Wally West is my favourite Flash by far. A lot of that's due to Justice League and Justice League Unlimited cartoon for the writing and how Michael Rosenbaum voiced him.
