To be fair she's looked like a new character since Fraction brought her back and changed her name, and that was the third time her design has significantly changed since Roy Thomas introduced her. When she was first introduced she was a dark-haired middle-aged woman, then she became an old, grandmotherly-type during Simonson's run (the design that lasted the longest), Fraction made her younger and gave her Shredder's armor minus the mask and then Aaron gave her giant blonde hair.
