Of course, they can use Ultraman after all. They just might not be able to use the name on the cover.

Looks like they used the New 52 design since I think that's the only look where her cape is attached to her collar.

Yeah It was a far too short print run but Marvel did that already. The lead(Tsu-Zana) temporarily switched to being Ms. Marvel, but got switched back to Ultragirl(in Dark Reign) before they had Kamala Khan use Ms. Marvel.

Yeah super weird, Carol Danvers starts calling herself Captain Marvel, so she passes the name Ms. Marvel to Tsu-Zana(who she was mentoring at the time). Norman Osborn wants to have Karla Sofen(usually called Moonstone) use the name so he files some sort of legal paperwork to say Tsu-Zana CAN'T use the name. So she goes back to Ultragirl... which is the name she's currently using as she never went back to being Ms. Marvel.

Yeah Kara having a more elitist design works better since she actually remembers her Kryptonian life, and she was basically the daughter of nobility.

This actually makes me think the New 52 -> Rebirth transition for Kara actually made sense from a narrative standpoint as she relaxed and embraced Earth more.

In general I like the N52 look, with the exception of the collar. The collar cape, however, works well IMO.
