Well you do have a very good point there plus we do see her having to use violence on the sword cover to get the arakii to heel.... But whether there is a lack of respect of storm by the ring that remains to be seen.

The blood stealing was something Sinister did back in X of Swords. Tarn's just annoyed at all of Krakoa now.

He is referring to sinister, he stole genetic samples belonging to tarn’s subjects, tarn seems to be capable of tk, tp and genetic manipulation, some form of biokinesis.

I don’t really see him as a major treat or else he would have challenged her directly instead of having to sneak. He also brought the matter to the Great Ring, meaning he expected approval for his actions from the whole ring. Only Storm didn’t approve and the rest of the Ring supported her.

Storm might know now since he's bringing his complaint to the Great Ring, unless he's being vague which seems very like him. But no one else knows, the hellions are just finding out in this issue.
