It doesn't completely ignore it. There's literally a panel that mentions that Roy worked with the Justice League, The Teen Titans, The Outlaws and that he partnered with Green Arrow.

DC can't go a year without at least one character forgetting nearly their whole life, or?

Hopefully DC finally manages to give the Arrow franchise a push. It's illogical that the bat franchise is so big but the Arrow franchise has not a single solo run. Both franchises are about street-level heroes.
