Despite being "All-American", Hal has quite a few anime traits, imo.

Hal would be perfect for an anime cross over. I can see him piloting a Veritech fighter and even going Super Saiyan with his ring.

To me, Hal would totally work in a Shōnen Jump settings. Kilowog, Guy, John, & Kyle easily fill some Shōnen Jump character archetype as supporting members of the main hero's team.
