That's what I'm guessing. It's hinted that he still has guardian powers internally as was shown in the earlier issues.
This part gets me from the description:
It better be really really good if we're talking about changing his role in the DCU forever. That's a bold move if you ask me....one that will change his role in the DC Universe forever!

I'm happy to see Bernard Chang still involved in some Green Lantern work. I loved his work when he worked with Van Jensen in GLC.

Interestingly, Guardian John is included in the cover; so i'd sat it's a relatively safe bet to make.
