Superman's an alien who lives on the east coast, and is from the midwest.
Batman is another easy coast elitist.
Wonder Woman and Aquaman are royalty from hidden civilizations. Arthur's had a number of coastal US homes.
J'Onn's from Mars, but he spent a lot of time in Colorado.
Barry Allen is from Central City, which has often been portrayed as being in Missouri (along with Keystone).
Wally West is from Nebraska, but now lives in Keystone.
Hal Jordan is a west coaster (Coast City), but he has no fixed location.
The Hawks are variously based in Chicago or Midway. They did spend some time in St. Roch, however, which was definitely southern.
Green Arrow and Black Canary are variously from Seattle or Star City.
The Atoms are from Ivy Town, often a stand-in for whichever Ivy League city you'd like to see at the moment.
Guy Gardner is from Baltimore.
Zatanna's based in San Francisco.
Firestorm is from NYC.
Elongated Man is from Central City, but he tends to wander all over the world.
So, you can already see that the pickings are slim, particularly if you're looking for characters that are "distinctly" southern (i.e. sporting an accent).
- Bloodwynd, I believe is based in the south.
- If you count Justice League Dark, you could definitely count Swamp Thing, him being from Louisiana 'n' all.
- Resurrection Man is from South Carolina
That's all I can think of right now. Not a very representative showing.
Of course, it could be worse - it could be the Avengers.
