It actually feels very weird and redundant that Jace is fighting the same person that Oracle, Nightwing, and the Batgirls are all fighting, especially if this very same villain defines themselves as Oracle's villain and call themselves anti-oracle.
Maybe Jace is more in the streets while they actually deal with them?
Wonder why DC didn't let him have a unique villain here.

It could work as an event tie-in. Jace has to team up with the others to stop Seer.

That's a bummer. He needs his own villians to fight.

Ridley has to start pumping out new villains pronto if Jace is going to be Batman. Dick got some cool new Rogues from Morrison such as Pyg, Ridley has to try to match that.

Well let’s just wait and see, right now Jace will be dealing with Magistrate, but he is in Gotham so he will likely be dealing with Gotham villains.

That said Punchline and Vengeance can definitely be villains for him, but whose to say from here.

I'm really curious on how the classic villains will react to Jace. I'm sure that's something even Jace probably isn't prepared for, inheriting Bruce's villains especially since Bruce will be leaving Gotham soon so he'll have to step up in a big way. Also wonder if we'll get to see Jace interact with the Bat-family during Fear State, he'll definitely be a huge question mark to them.

Arkadine's too vaguely defined beyond evil businessman. Those are pretty dull without a gimmick or angle.

Jace being carphobic would be funny. He should fight a Transformer or a spoof of the Fast and The Furious team...

Arkadine's men are literally hunting the Clade of Chiroptera, the people responsible for aiding Batman in his war against crime. He's much more than just an evil businessman.

I think they might just be using his suit as a reference so they can have their Bruce in suit up while working around Iain Glen's age

Yeah, the takeaway seems to be the visual for Batman and not so much the character behind the mask.
