Some of that might be just the voice actress' performances in the case of stuff like YJ or the DCAU (plus there's Dini involved with the DCAU ones).

Actresses still have to work with the lines and direction given to them. I think it also has to do with how familiar writers are with show business. Paul Dini had some background in it, is interested in the craft himself and is literally married to the RL Zatanna so his Zee speaks and acts like a magician herself.

In DC: The New Frontier #6 we saw that Zatanna would indeed be a good big sister toward Billy, when she tells him not to wolf down his ice cream, on the moon.

Thats cute panel, I should read The New Frontier someday. Seeing Phantom Stranger with Zee there remind me an article or was it Phantom Stranger wikipedia site that say Phantom Stranger seems have some fatherly affection for Zatanna. Its kinda heartwarming for a lonely wandering being that is Phantom Stranger, beside his complicated relationship with Madame Xanadu.
