And the image they show appears to be from the Phantom Lady story that was in Police Comics #17 (March 1943)
and was later reprinted by DC in Adventure Comics #416 (March 1972) / a.k.a. DC 100 Page Super Spectacular DC-10.
Towards the end of Phantom Lady's run at Quality Comics, she began appearing with The Spider Widow and The Raven.

Random question that's been on my mind lately as I've been going through some old Matt Baker PL comics:
Why, when DC brought back Sandra, did they go with the yellow costume and not the more iconic blue Baker costume? Wonder if it was a legal thing, like they had a stronger claim to the Quality version than the Fox version.
I don't think they are so much "famous" as much as they are "infamous".
And by the way, Phantom Lady had her own series from Fox for 11 issues (#13 - #23).
She also appeared in several issues of All Top Comics, but Rulah (a jungle dame) was the cover feature for that book.
