No kill code was not intended to be intergral to Batman but later writers add more reasonings to his no kill code. First, the guy believes in rehabilitation. He believes people can change for the better, even the worst kind of people. Secondly, he is the guy who witnessed the murder of his parents so no he is not gonna bring himself to kill others without feeling much guilt thinking of himself being like the murderer that shot his parents. Batman doesnt want to kill but does it mean Batman would be okay with letting bad guys fall to their deaths due to their own mistakes? No. Like other heroes, Batman has high regards for a human life, even if its from a terrible human being. Its this high regards for human life that would make him feel guilty for being partly responsible for the death of another human being, even the death of a terrible human being. Thirdly he is afraid of going down the dark path of killing. He cant allow himself to find satisfaction in the killing of others.
