Yes that would work, except the premise of the story is that Billy made some sort of sacrifice and the power of Shazam has been lost. Don't ask me why he was then able to send a magic rabbit and grant her powers, haven't quite figured that bit out yet.

The only reason I pushed back against the idea was that even when Billy lost his powers in the Darkseid War event, the Wizard was required to forge new relationships with a new pantheon of gods. I can't imagine Billy having the kind of pull or knowledge required to do that for Mary.
