Why would Brainiac made a human/kryptonian hybrid? I don't think than Brainiac would made a weaker version of a kryptonian with what he considers an inferior species. He would try to do an improved version, maybe making a different kind of hybrid. Maybe even searching a way to erase the vulnerability to kryptonite but at the same time making his own failsafes.

3 reasons
1 might run into the same problem lex ran into when he created kon, can't create a full kryptonian without it being a bizzaro
2 could create her to be a sleeper agent, get in the family, learn, observe, then strike when the time is right
3 cir had red sun powers, which would make her a instant threat to all kryptonians
