Other than that seeming to set up Darkseid's return is the next event, I have no idea who those dead are.
Some are theorizing one of the dead returned could be Alfred, it would make sense as it would give them an easy out to just bring him back like nothing no extra explanation needed.

It would be no worse than the explanation for Jason Todd's resurrection. I wonder if they would bother trying keep around Damian's dark mood post-Alfred or what?

"In Gotham City, The Joker jolts citizens awake with an attack even the Dark Knight never expected.

Following the tragic events of Infinite Frontier #1, Batman and his new ally, Ghost-Maker, must reckon with a new gang operating in Gotham City—but are they connected to the reemergence of the Scarecrow? Meanwhile, shadowy billionaire Simon Saint pitches an advanced law-enforcement system to the new mayor!

DC Future State may be over—but the present looks tense! With the loss of his fortune and manor, the election of Mayor Nakano, and the growing anti-vigilante sentiment in Gotham, Bruce Wayne must rethink how to be Batman...or risk being left behind by his own city. To make matters worse, a catastrophic crime wave has taken hold of the city, culminating in a murder mystery that hits close to home—the suspects mount, the clues multiply, and the trail of bodies hasn't ended yet!"

Hmm... if Alfred's back in March they're not hinting anything about it.

Oooh... never mind never mind. If they're resurrecting Alfred they're gonna wait until Damian's new direction is announced in the page. So if Alfred's back and he's not Robin, he's made his decision and it doesn't matter, and if he's Robin, there's gonna be a happier reunion.

Maybe everything is still happening and Damian can be Robin and not-Robin at the same time?
