Even if it's just a split second, Kars does need to think of what forms he'd need to survive (as explained after he survived falling to a volcano). Unfortunately for him, Goku could probably throw a lot of things at him faster than he can process, and even so, it's doubtful that Kars has the durability to survive anything Goku's slinging.
On the other hand, Kars is still much more fabulous.

There is another thing to this though
Goku likes an honorable fight and Kars is extremely skilled at convincing people to agree to what seems to be an honorable fight but is completely skewed in his favor
Not to mention he has body doubles to distract goku
This isn't a scenario battle. Under bloodlust, Goku will try to take out Kars as quickly and efficiently as he can, and given that he is several tiers above Kars in combat, Kars is either space tossed or disintegrated. His regular characterization is not a factor in this fight.

And even in a scenario match, Goku at nowhere near his strongest is simply so far beyond anything Kars can even imagine that Kars has no way of actually doing anything to him, or surviving even a fraction of the retaliation.
Goku just fought Botamo, who was basically immune to Gokus attacks. He was really bouncy, Buu. But instead of regen he is just extra bouncy. Dude took all of what Goku could dish out without feeling much pain at all, but he was insanely slower and all around weaker than Goku. So Goku just literally dragged his ass to the border of the ring and tossed him right out :P.

So even if Goku lets the guy do his thing, Goku could just drag his ass right into space if not outright toss him up there XD. Wouldn't be a damn thing this guy could do about it either way.

The only way I see Kars possibly winning is by scenario match, getting a handshake before the start, and infiltrating Goku's body. And I am iffy on whether Pillar-Man body-melding will work without Goku being relatively early in his series.
As is, there is distance, and plenty of time for Goku to simply beamspam Kars for the win.

And honestly, Goku's gullibility is kinda being oversold here, especially if he comes upon Kars already willing to fight, even sans bloodlust. In addition to being able to sense ki and intention to some degree, the last time I can really remember Goku falling for a trick mid-fight was against his best friend back in the 22nd Budokai, when he was around 16, and even then, he tends to use some sneaky trick in pretty much every fight he's ever in.
Granted, his techs don't lend themselves to as much general versatility as Ultimate Kars' body or the Ripple, but, AFAIR, none of Kars' tricks are really designed to counter any of Goku's techniques even if they wouldn't get blown apart by the sheer power difference.
