Best is too subjective unless ever respondent is using the same rubric to measure quality, so I will go with favorites. These are what I am going with right now; with few exceptions, they are all standalone single issue stories, but if I were asked to do this 20 times, I could probably come up with 20 different answers. However, I tried to pick stories that I adore and I feel are high quality and stand up to being read in any era.
1930s-Batman vs. the Vampire Pt 1 and 2 (Detective Comics #31-32)
1940s-The Fish-Men of Nyarl-Amen (Dr. Fate story in More Fun Comics #65)
1950s-The Haunters from Beyond (1st Phantom Stranger story in Phantom Stranger #1 (1952 series, reprinted in DC 100 Page Super-Spectacular #4 which is where I encountered it)
1960s-You Can't Pin a Medal on a Gorilla (Star Spangled War Stories #126)
1970s-The Pact (New Gods #7)
1980s-Tarry Till I Come Again (Secret Origins #10, one of 4 possible origins for the Phantom Stranger, followed closely by Footsteps another story in that issue)
1990s-Final Rites (Spectre #62)
2000s-DC The New Frontier by Darwyn Cooke (New Frontier 1-6)
2010s-A Time of Death...A Time of Life (Joe Kubert Presents #2)
2020s-Superman Smashes the Klan

--- Batman & Manhunter (Detective Comics #437-443)
1980's -
