I think a Vertigo style reimagining of the Weeper could be really interesting. Imagine a villain who gets power from being depressed. He has a sadness fetish, both wanting to be humiliated and wanting to feed off of the guilt he feels for his crimes. I also love this paragraph of his Wikipedia page:
"The Weeper puts an ad in the paper looking for men who feel life has given them a raw deal. A lot of men reply to the ad. He interviews them all and picks ten of the saddest men. He calls them the Bittermen. The Weeper, along with the Bittermen, sets out to make the lives of other people very unhappy."

OP said only people who haven't had a book since 2016. That means if they had a Rebirth book (Red Hood) or are a New Age of DC Heroes character (Silencer), it's a no.

JJ Thunder, you can call it Thunder or Thunderbolt. Treat it like James Robinson's Starman. So while we have regular adventures with Jakeem we can also have flashbacks to the days of Johnny Thunder, and maybe create other wielders of Yz in the past and future.
I'd also say a title focused on Johnny Quick and Liberty Belle with stories also focusing on their daughter and the second Hourman but you said no buddy titles
I was going to say Hawkman, but his series just ended.
So I'll go with Hitman, but only if is by Garth Ennis and John McCrea. They could, should, set it in the past, a maxi-series maybe.
