Maybe tell her backstory prior to the "Underworld" arc. Perhaps she was trying to help the people of the Ninth Tride against those who preyed on them. Like what Aquaman did in that arc but on a much smaller scale. Or have it be set after the monarchy was abolished. After all Atlantis's problems aren't going to disappear overnight. Plus you could have stories with an environmental theme, addressing things like overfishing, dredging, pollution etc.
