As a modern recap, Kent Nelson did have control over the powers of Nabu and as time and time went on, the Lord of Order became more and more controlling. Also, Kent Nelson as a vessel was trained to be a host by Nabu so no idiot could just pick up the helmet and have all these powers available. The other aspect addressed by Marty Pasko was the change that Dr Fate was a union between man, woman and a Lord of Order to maximise the transformation, however Nabu kept this information to himself. It was also raised again in the short lived Dr Fate ongoing way back in the day. In All-Star Squadron, Kent knew that Nabu was becoming more controlling and in desperation to find the Kulak controlled Spectre, he had to don the helmet again. So when he was defeated by the Spectre, Kulak thought he could wield his power and Fates... nope... it's not a Green Lantern ring which was also discovered by Glorious Godfrey.

Why list Kent and Hector, but not those in between the two of them?

Also, shouldn't they have clarified that Hector Hall's first appearance was as Silver Scarab, not as Doctor Fate?

There are two reasons. One sucks, which would be that the others were considered insignificant.

The other reason would likely be that they're just doing the OG and current incarnation due to not having the page real estate to disclose information on all the Doctors Fate.

I want to believe the latter, but with DC it's historically a crapshoot and can go either way. :/

We really don't know how the JSA will be used in the film.
Best to just wait and see.

I don't either, but if I set my expectations there then I can only be pleased from what comes.

For the record, I want that movie to be awesome. I have every interest in seeing it succeed, but DC live action is such a mixed bag I have learned to be cautious.
