A large chunk of the creative teams from these series are taking over the main titles after Future State, won't be direct continuations as FS is set in the future but FS is basically hinting at things to come in the main line. This will also apply to books where the creative teams aren't moving over to the main line, ex. the Future State batbooks have Gotham being run by an organization called the Magistrate and Tynion will be introducing the Magistrate in the main Batman book later this year.
It depends, Tim Fox isn't going to be Batman but he's on the Infinite Frontier variant for Batman #106, Joelle Jones seemingly confirmed the deleted Deadline report that she would be writing a Yara Flor Wonder Girl mini, and the cover to Teen Titans Academy #1 features Red X and what appear to be the new Flash character on the initial Future State teaser pic.
That being said other characters probably won't make that jump, like Andy being Aquawoman in Future State but still being an infant in current day (also the Aquaman book was cancelled).

Stephanie Philips, who is writing the Future State: Harley Quinn series will be writing the new Harley Quinn ongoing.
Ram V, who is writing the Future State: Swamp Thing series will be writing the new Swamp Thing ongoing.
