Imma be real with you: I have never spent more than a passing thought about Rampage lol. Williamson’s other Forces stuff sucked and was the weakest part of an otherwise solid run, so I don’t mind at all if they’re changing stuff up. Having Rampage connect to the Strength force works fine for me.

I think that Brainiac got screwed by both of the recent Superman related movies having alien invasions. (Zod and the Apokolips crew) So maybe it's time for a closer to home bad guy who can cause serious damage to Superman, but isn't necessarily a world ender like Brainiac, Mongol, and the like. The question is, do we WANT a Superman movie where the world isn't going to end if he doesn't stop the villain. (by world not ending, I mean immediately. Sometimes long term effects can be much worse than short term ones, but movies can't really explore that all that much)
I think so...heck just using bits from his first episode in Superman the Animated Series alone, by using Intergang as his catalyst in both bullying him into madness and also giving him access to all sorts of technologically advanced weaponry (even by Metropolis standards) that can challenge Superman, that he would tinker with to make them look like harmless children's toys. It'd just be set up for us to believe that these technologically enhanced gangsters are the villains of the movie while little nobody Winslow Schott becomes a monster and the true baddie...Though they'd have to do it different from how they portray some Bat villains (in that he was abused, yes...but that abuse doesn't absolve him of the sinister things he does)
That said...they may have screwed the pooch with Intergang receiving weaponry well beyond human technology as well by introducing the Apokolips crew so soon in movies...
