The artists put all their effort into designing stunning fashions for all the X-Characters. Is it any surprise they wouldn't bother with characters outside the franchise?

As the Black Panther is a head of state, I assume he would arrive as part of the Wakandan party, not the Avengers party.

Very in character that Emma is the only person with three different costumes.

Until one or more C-listers show up in the backrounds with different outfits between titles because the editor didn't bother to synchronize that and suddently Emma Frost is outclassed by Dragoness, because they accidently gave her 4 different designs.

I also noted that Marvel wasn’t above using Emma in her most revealing outfit on their YT image. Yet we get certain online types complaining that Marvel censor the uniforms of their characters, which has always struck me as a pretty ludicrous accusation.

Marvel is infact censoring costumes of female characters to a degree, or at least they seem to aim for redesigns which are less skimpy and revealing.

Which in turn seems to come from trying to adress complaints that have been voiced around the internet for a while (wether by a small loud group or a larger reasonable group is difficult to confirm), not only by female readers or fans (again hard to pinpoint if it's actual buyers or just people wanting to complain about something they don't even consume) but also some male readers/fans about said kind of classic costumes and wishing for more reasonable alternatives

Though these complaints and what alternatives these people want, can largely vary. Some want total covering or androgyn costumes for a sort of leveled playing field between male and female characters, while others simply want the classic costumes redesigned into a more semi-practical look.

Like just wanting high heels gone from costumes, or some kind of increased fabric coverage around arms and legs, or power armor wearing heroines to not have feminine shaped power armors.

Most female super hero comic consumers i've seen (so take with a grain of salt), seem to belong to the later group, who simply want their favorit female heros in costumes which are both stylish, yet at least practical looking. Though there are also female readers who had zero problem with the classic costumes and their fan service aspects and are actualy annoyed by the redesign trend just as much as some male readers are.
Also several seem to find the notion of putting up a super hero fashion show to draw more of them in condescending. Go figure.

Though there is also another opinion on what could have started the trend of redesigns and that is cosplay and movies. Basicly pre-emptive redesigning comic costumes into more wearable looks so people can dress up as the characters easier, both at conventions and for movie filming.

Either way, there is a trend for less revealing costumes, what ever it harms the sales or has no effect isn't easy to confirm however.

As for Emma Frost. She gets a free pass, because a core part of her character in the eyes of many writers, artists and readers seems to have become that she always wears skimpy form fitting or revealing outfits. It's expected from the character by now.
With the reason regulary brought up being that she is a moraly grey character and former villain, so it's no problem for her to be more "lose" about her dress code.

Plus one other thing I have heard from women comic fans - there is nothing wrong with a character wearing revealing, sexualized outfits. The problem is when nearly all female characters are doing so.
    Dark does not mean deep.
