Not that Beast is wrong about spying on his enemies but it doesn't take a genius to know he's gone too far. And the fact that Emma is the one to say that just shows how mad he was.

But he is not the only one at fault as he was allowed to act without communicating his intentions and he didn't have to ask for permission. Xavier gave him carte blanche for a very simple reason plausible denial . It is common in governments that use spying and clandestine operations so if they are caught only the agents are held accountable as there is no evidence of connection with the government even if there are suspicions.
