Here is one that beats them all, Mary Sue!
Mary Sue is the most powerful superhero in the Universe, more powerful than even Superman, because the author made her that way!
Ben 10 and company. You get a new teen superhero, a couple new alien races, and admittedly the Plumber organization, at least as it was in the Alien Force and later series, would be a little hard to make space for but I do have ideas.
Codename Kids next door Teen Titians stories would be great!
But ion a more serious note I would love to see some non powered Heroes from Marvel go to Dc because I thing Dc works better with Non Powered heroes.
The Falcon would be my first choice for this.
This Post Contains No Artificial Intelligence. It Contains No Human Intelligence Either.
Future Trunks. Guy is a true hero in the Dragon Ball franchise, and always goes to the limit to help people. Seeing him interact with the Titans/Justice League would be interesting.
RWBY is already getting a Justice League crossover, so there's that.
Captain Marvel, so Wonder Woman could kick the snot out of her.
My Top 3:
Cerebus
Nexus
Concrete
X-O Manowar
Astroboy
Cyborg 001-009
The Guyver
Buckaroo Banzai
Beetleborgs
Jackie Chan w/Talismans
Psycho Goreman
Odd Thomas
Ned, Emerson, and Chuck from Pushing Daisies.
I opened this thread to be all Get-Off-My-Lawn about it and say nobody.
Then I noticed the OP mentioned Popeye. We need another visit from Captain Strong!

But Popeye will do if The Captain is unavailable.
I always kind of wanted to see a crossover between DC and Doctor Who. It'd be framed as a series of one shots where a different incarnation of the Doctor teams up with a different DC hero or team in a different time period in every issue, so for example, maybe the third Doctor teams up with J'onn J'onzz during the height of UFO sightings in the 50s, or the sixth Doctor winds up matching wits against Vandal Savage alongside Shining Knight during medieval times, that sort of thing.
Probably the most popular Doctors and DC characters would get teamed up, like Tom Baker and Batman, maybe.
I know he's mostly doing creator owned novels and stuff these days, but if we could get Paul Cornell to write it, that'd be kinda perfect, as he's a good DC writer, but also maybe my favorite Doctor Who writer!
"You know the deal, Metropolis. Treat people right or expect a visit from me."
Hellboy? Yeah... I feel like there's something there.
My priority is enjoying and supporting stories of timeless heroism and conflict.
Everything else is irrelevant.
Rey Palpatine (Skywalker) I believe her Force abilities make her a Superhero.
