Whichever Flash is not carrying his own flagship title is the host. So if Wally is carrying THE FLASH title this year, then Barry hosts DC COMICS PRESENTS. If Barry is carrying THE FLASH, then Wally hosts DC COMICS PRESENTS. I'd switch them around either annually or every eighteen months.
