It'd been years since I read the books but I checked the wiki on dogs and it does mention the Zs would eat them so I stand corrected, it's the virus won't reanimate them, just kill them.
The virus animating Brooks zombies is also a "universal poison" hence useful for something non-organic.
They don't actually get stronger or anything though. Oolong, for example, can barely hold up Bulma for a short time when she was 16. Puar is further down the list. Its basically cosplay to the next level (minus the powers).
As for the revelation that the zombies would attack anything; here's something that can touch them without worry of any retaliation;
His physical prowess is not impressive. But everything he touches, he can willingly turn into a carrot. Not sentient, not cartoonish sort of carrot, just a regular kind of carrot.
