Adult Frank is on a whole 'nother level. He wins this. Saying something like "It's cute that you think that your powers can affect me."
From what I understand, Hyperstorm is basically a crazy-powerful omega-level mutant or something who controls all kinds of energy. He's basically a boosted version of Magneto when Mags decides that magnetism lets him hold open dimensional portals.
Meanwhile, Frank's powers have often been "When I want things to happen, they happen!" I'm not sure where Adult Frank is on the scale of Franklin Richards power absurdity, (yeah, he boosted Galactus to mega-Celestial-killing levels once, but where that falls on the reality-warper scale compared to, say, "I make my own mini-galaxy" Franklin is a little fuzzy) but I'm betting on him here anyway.

Wait, didn't Hyperstorm go directly toe-to-toe with Galactus?
That should make him at least put up a good fight.
Actually, based on that fight alone, Adult Frank is a solid step above Galactus:
Big G is waiting.
4 crazy Celestials who have been running around destroying entire universes show up.

Galactus fights them.
Galactus kills one.
The three Voltron-up, forming a ridiculous giant Celestial.
Giant C bitch-slaps Big G, OSOK'ing him.
Frank fights Giant C.
Frank knocks the Voltron out of them, splitting them back into 3 C's.
Frank wakes Big G.
Frank kills a C.
Big G finishes waking up. They team up.
Big G kills the other 2.
Bear in mind though that for reviving Galactus, he had (unspecified amount of) help from his younger self.
