If you had the job of writing an ongoing series for either Doctor Mid-Nite (Pieter Cross), Hourman II or Sandy Hawkins. What kind of villains would use? Would their rogues gallery have a theme?

The challenge with Doctor Mid-Nite is differentiating him from Marvel's Daredevil. Now although the original Mid-Nite preceded DD, Marvel's version has gotten much more exposure. My take would be to use him as a hero for the little guy, fighting the fights for the general public much as the general practitioner does.
Hourman's struggles with addiction and his appearance as a villain himself with pharma price gouging sets him up as a hero fighting white collar crime.
As for Sandy Hawkins, I've got nothing better than copying Sandman Mystery Theater. Obviously updating stories for the 21st century, but the style is set and perfect.

Do you think this will enough DC to push more JSA contents?
So far I've gotten nothing but good vibes from the Black Adam production.
The JSA should focus on their more unique members and not the ones with JL counterparts. Dr Fate, Hourman (Rex and Rick), Wildcat (Ted and Yolanda), Dr Midnight, Mr Terrific, Stargirl, Cyclone, Atom Smasher, Sandman…etc
