This one is a lot more unorthodox since Will doesn't exist in the comics. Still, I do like the idea of Roy having a clone.

Do we really need two different characters to inhibit two different eras of the same character instead of just saying it's the same guy changing through different periods of his life?
I'd introduce him as a relative of Roy's and give him a different ID/skillset etc. He might have a metahuman ability but it's not essential.
A few appearances later we reveal he's a clone like how they did in season 1.

Will is created by a company specializing in genetic research working with a supervillain conspiracy to replace people with superhuman clones. He is freed by Jade.
Two directions:
* Moves to Canada and works with an organization tasked with dealing with metahumans.
* Teams up with Jean-Paul Valley as both are genetically manipulated beings.
Or you could have other existing characters fill those roles or just use Roy.
