    Wouldn't really be a retcon since we know almost nothing about his personal life. So not so much a retcon. Just giving more information
    . Zemo we atleast saw some of his life and it appeared he was a humble family man who fought his way through the Sakovian military to become and elite black ops dude. That feels like a retcon, Mordo wouldn't have that issue I don't think. Though I don't need him to be a Baron. I like this version of Mordo and his motivations.

    That's conclusions extrapolated beyond, rather than interpolated from, the data presented. Given a sample of select depictions from Afghanistan as brief as those presented about Zemo in AoU, one could easily convince a crowd that the (now-ex) Duke of Sussex was just another British soldier.

    He wasn't significant for his role in Civil War. His family and the skills to enact his plan were the major components it needed.

    Given the way he is being portrayed, if he escapes I wouldn’t be surprised if Sam and Bucky receive large donations from a “friend” in memory of Sokovia.

    I'll give you that. "Sokovian aristocracy and" doesn't seem an unreasonable add to "ran a death squad" for backstory building. Still nothing we've seen before precludes what we're seeing now. It just gets crosswise with assumptions some of us made.

    Ok, my current theory for what's gong on is this:

    Sharon is still with the CIA, undercover investigating the Power Broker. Even the CIA doesn't know who he is, just his organization. He likely has ties with the US government.

    Nagel was a CIA plant within the PB's organization. This is how Sharon located him so quickly, and why she seemed so upset when Zemo killed him. He may have actually perfected the serum, working for the PB. Or maybe his is still flawed and nobody knows it. He made 20 doses for the PB.

    To keep the serum out of the PB's hands, they dispatched another undercover operative, Karli Morgenthau, who was emvedded within the leadership of the Flag Smashers. She manipulated them into the theft. This also puts a target on the group, which might lure out more of the PB's organization or even the man himself. This is how Karli knows Nagel is dead, as her CIA contact told her.

    However, unbeknownst to the CIA or Sharon, Karli has gone native and has decided to actually support the Flag Smasher's cause. She and the rest take the serum to escalate their actions. Now that Nagel is dead, Karli recognizes that she is the sole owner of all the serum in the world. This causes her to escalate further, because she now has both physical and negotiating power.

    Walker is not aware of the CIA's infiltration of either the PB's organization or the Flag Smashers. He IS aware that Karli has the serum, and has been since prior to the fight on the truck convoy. Either because he has personal dealings with the PB or through government ties to the PB, probably involving access to the serum. Walker wants the serum. Desperately. Either because American access to the serum is vital, or because he personally wants it to be truly Cap. His dogged pursuit of Karli, and increasing desperation, are because he either fears missing out on the serum or because the PB is putting the screws to the investigation and demanding results.

    Sam and Bucky have stumbled into this thorny mess blind, and have now brought in Zemo, seriously escalating the amount of poo about to hit the fan.

    Just saying it’s funny how brazenly they’re doing the bad-guy-works-with-the-good-guys-and-now-he’s-kinda-likeable trope to get the character where they want him. I don’t mind, it’s fun, and who cares he killed T’Chaka? T’Chaka was a chump who let a ton of vibranium get away that was nearly used to end the world by a cheeky robot.

    That said, Zemo should probably have just got the old dude to fly him to Siberia instead of taking all those civil flights via Moscow.
