Wanda seems to need gestures and move her hands to unleash her powers; Charles just needs to think hard.
I'd give the quickdraw edge to Charles.

Wanda has shown to have a fast reaction speed though, she stopped the missile from the drone, and also walked up to the "murder squad" who had their guns pointed at her, fully confident she can kill them before they shoot. also her insta freezing people looked quite fast. Take note, she was doing something similar to this (mind controlling large numbers of people over an area in Age of Ultron), but it really wasn't combat specific and sort of undermined by her method of mind control of the Avengers earlier where she had to be in close range. But she's doing it now in Wandavision, and boy is it impressive.
