IIRC, he only did that to Gohan because Goku (who Cell was designed to be obsessed with) specifically hyped Gohan up, and then Gohan piqued his interest by explicitly holding back out of fear of killing Cell. In addition to Super Perfect Cell being done screwing around and instantly going all out to blow up the entire solar system due to having been smacked in the face by a SSJ2 Gohan-shaped rake, he doesn't know Goten and Trunks at all (well, I guess that he kinda knows and is willing to instantly kill Trunks), they weren't introduced by Goku, and they wouldn't have anywhere near the ki-level of SSJ Gohan.

Cell also sat around and let his enemies train to pose a challenging threat to him to prove his own superiority. Letting the kids fuse would be entirely in character for him. BUT! The fight doesn't stipulate bloodlust is off, which means Cell will go for the most efficient kill, ego be damned.

Hmmm I wonder how powerful a cell with ×2 18 would be?

Cell wins. He's at least Dabra level and I doubt the trio are that strong.

i'd be less inclined to believe cell would let the boys do as they wanted since goten and trunks were very childish, no surprise, in how they viewed combat. the moment SP cell stopped being interested by what they could do, they are dead.
